Question New challenge!!! Starting Problems???

Ok here it is the new problem that Ive encountered twice now and both times its been wet??????? I got finished work at 1:30am the car is "Cold" now it just "rained" very hard and stopped about 1:00am, So 1:30am I walk to the car I get in and turn the key to the run position and the fuel pump kicks on not very loud though so I go to start it and it rolls over like normal, its kinda like unpluging the fuse to your fuel pump and then trying to start it, it doesnt even try to fire it just a constant rollover, so if I cycle the key run, off, run, off, run, off, run, off, run, off, run, off, then "START" the god damn car will fire right up and idle with no misses and drive it all day long and no probs, then it will start everytime after that no problem even let it cool right down to cold get in and itll fire right up so this all happened about maybe 2 weeks ago, so tonight I get off work and try to fire up the car after it just stopped raining and the POS wouldent start so I did my famous cycle crap again and it fired right up with no probs my guess is the fuel pump but why is the car running fine all day long everyday
If anyone could help me out with this problem im having it would be thankful thanks
Keith

how fast are you doing the key thing?

Either the check valve in the fuel pump is allowing fuel to return from the feed line, or you have a leaking regulator or fuel injector. What year/engine?
