Seat reclining not locking and seatbelts not locking

Fuuuuuu, ok so after almost eating the steering wheel after hard braking I realized (well stopped ignoring) the fact that my seats and seat belts are working properly. First the seat's back rest wont lock into position so they recline on there own is there a way to fix that? Also my seat belts don't lock up when there is a quick/sudden stop, i tested them by yanking on them real quick and could not get them to lock up. I want to hit the track but no chance of me doing that without properly working seat belts and seats. Can either of these be taken apart and fixed?

I'd just go to a wrecker and get replacements...
