Failed Foxbody Etest - Advise? Help Me Pass

Attached is the old etest from April 2009 and the one from today which failed.

When the car was picked up today and driven away, it spewed rusty looking water out the tail pipes, a lot.

Any advise on how to pass this. The HC PPM readings sure changed over the course of 1 year.

Mechanic is advising to replace the exhaust, cat back. Which I would like to avoid since I want to still mod the car with long tubes, hpipe, exhaust etc.

Aiming to:
Set Timing 10 degrees
Empty current fuel, fill with 87 octane
Pull spout

Rebooked for tomorrow with timing dumped and looking to let the car sit and heat up more.

The cats need to be HOT.
Some cats are not as good as others.
I always do a highway run just before the test.

x 2 on highway driving before the test. Canadian Tire sells a fuel additor that is supposed to do wonders for the e-test. It's actually sold as an e-test passer! I've never tried it but you never know. Here's the link and good luck Pal:

I'm not sure what that does that normal methyl hydrate won't? ....at 1/3 the cost.......

Failed again, 2x worse today after timing bump and fuel added.

Could just be the cats are toasted.

Kind of sucks cause i cant plate it unless it passes, but I have no interest in putting new cats on only to remove it all in spring for mods. Next option, fake test.
