Runnin Lean? / High RPM'S What Can I do??

Ok, so the Stang's (my 2.3L 4 cyl) running lean I am guessing by the Frosted (white) electrodes on the Spark plugs.

Also The RPM's keep creepin up it's like every second time I stop at a light the RPM's are 500 - 1000 RPM higher. I have to shut it off for 3 to 5 seconds then restart.

How can I rectify these problems?? Any ideas??

idle problem
sounds like you have a small vacuum leak somewere

lean problem
that could be caused by a large amout of stuff, weak fuel pump, poor injectors, clogged fuel filter, etc....
